Could You Appeal Because You do not get your Taxpayers Stimulus Checks?

Is there a possibility of you appealing in case you do not get your Taxpayers Stimulus Checks? Some have contradictory information on whether or not one can adopt a method of appealing the ruling in the event that one is late in making a payment. What would you do in case the government does not cash the check? I would be very interested to hear your opinion in case people had to pass through the procedure of appealing a payment which was not issued. Is it an easy job or would it be a two-way affair with IRS?
